Talk to Gynecologist on Failed IVF

Hi, we were undergoing IVF and it got failed 2 days before. I consulted with another Dr yesterday and she informed me after reviewing reports that your husband sperm count isn't good. so why they moved to IVF without treating it. I am just confused now. that either that DR just made his money in the name of IVF or he took right decision for IVF. pls note that I have one tube only which is blocked too that's why we went for IVF. but another Dr told me that poor sperm mean poor quality embryo which effected your IVF. is her statement is true ??? pls see the attached report and guide me. I am so heartbroken these days.
