Talk to Gynecologist on Late Conception Or Slow Growth

I got married 4 months back and im 8+ weeks pregnant according to my LMP (2nd april).. my first hcg level was 493 went to the dr after a week she got my ultrasound done and couldnt find anything, dr asked me to wait either its late conception or baby isnt growing,got another hcg done which was 4 days i started getting brown spotting not too much just a little, rushed to the hospital, she prescribed me cyclogest and duphaston and bhcg was 1796.9,and there was an empty sac measuring 6.7mm, dr told me chances are 50 50 cuz my hcg are too low. Asked me to wait for 3 weeks..i have my another ultrasound on tues.. i dont know what to do it actually a slow growth or a late should be done?
