Yes it being done in pakistan by many aesthetic gynaecologists . it is effective.
It’s not effective in terms of restoring virginity , as an intact hymen is not the only sign of virginity,many othe factors play roles in to this, it may be torn during running walking, cycling, trauma etc even it may be congenitally absent in many females though many centers doing this but it’s just waste of time
viginity does not stay in hymen. hymen may break due to high fever.or playing games or any other jerk .if its done dont fall for misunderstanding it can break again
