Talk to Neuro Physician on Neck Pain

I am having neck pain on my left side, feel stiffness in the spine as well but only on left side. Pain near the shoulder blade left side Pain lower back left just above the hip bone Also feeling this pain in left elbow. Head spinning while laying straight for sleeping Index finger and middle finger of left hand become numb while sleeping. Feel like left are just hanging with the body from the shoulder.

1 had this xray done jan 2017 for head spinning and neck pain Straightening of cervical spine representing muscular spasm. Reduced intervertebral disc space of C2-C3 with early fusion. Slightly reduced intervertebral disc space of C5-C6. No gross listhesis. Paraspinal soft tissues appear intact.

Visited an ortho recently, he said first 2 vertebra are fused togather, 2nd and 3rd have a gap. But disnt tell what to do next, how to stop this happening. I am a left handed person. Whom should I consult for detail evaluation and treatment?
