Talk to Neuro Physician on Special Person

AOA, I hope you are doing well, I am asking for the help of my brother, he is actually 23 years old, he is physically fit Alhamdulillah, but mentally he require special needs, well at his young age, when all of our brain is growing along side with our age at a stable rate, where we learn everything as we grow. Well for my brother, that is different, you see at like the age of 3 years his brain growth slowed, at least this is what I know for my brother. Well today he is much better, listens to us mostly, does his personal work of personal need at his own mostly. He did in fact went to school and he is going. But the thing is that we can't control him being hyper, it can be in the form of aggression, crying, happiness. My mother is an elderly person and can't always control him. We are really concerned of him being hyper. The real question is, can it be controlled? looking forward to your response.
