In any case this is a problem which needs to be addressed as soon as possible because the cerebral mantle needs to be preserved. Delaying it will cause damage to the brain and future of the baby. he needs surgery, visit my clinic or any neurosurgeon's clinic for further discussion and planning, he need surgery to address both his issues (cyst and hydrocephalus) not just a VP shunt

On the basis of only information that is the MRI report, yout first is to save the life of patient by VP Shunting, and then the lesion present can be dealt with afterwards.
