Talk to Cancer Specialist / Oncologist on Breast Cancer

My Cousin has been diagnosed Breast Cancer Stage 1, she has been advised to have the surgery in two weeks, also doctor has told that she has to go Chemotherapy as well, my question whether her treatment is possible without surgery through Cyber Knife or Tomotherapy so that I can ask them to visit JPMC at Karachi (I have attached the reports, Histopathology and Ultrasound reports). What should be done. Please guide. Thank you in advance.
