Without seeing and examining you, and without seeing your XRay, it's difficult to suggest knee replacement or medical treatment.
If medical treatment fails and patient feels that her day to day life is badly affected by pain in her knees than yes knee replacement is required.
When I say day to day activities, it means patient can't sleep, can't go to washroom and cannot go to other room because of pain in her knees, than knee replacement is required if there is no contraindications . If patient says that I used to walk 2 kilometers and now I can only walk for 35 minutes daily and there is no rest pain than she can delay surgery.

what kind of risks are you talking about..what kind of arthritis do you have?? arthritis can be after trauma ,due to systemic disease ,due to inflammation..so when we do surgery (knee replacement) we optimize the patient first ,treat any infection,control any existing diseases and then after anesthesia fitness we do surgery ..there are always risks associated with any surgery like infection and others but they are negligible if you compare with the positives... according to recent literature 20 yrs survival of knee replacement is 98 %
