I am sure your mother was physically seen by Orthopedic or Spinal Surgeon. If her problem at present is only back pain and leg pain and there is no weakness in her legs and she is moving around, and if she has good urinary and bowel control, epidural injection can be considered. Consult dedicated pain management physician.
Back care is important, not to bend forward, avoid prolong sitting, sit in a chair with arms, use lumbar support pillow, can use belt if severe back pain and back exercises.
