With incomplete history, none of the doctors can provide you with better reason and the management plan...
Possibly, it's due to some vascular problem, people with diabetes have swelling and feeling of heaviness in the foot and ankle region.
My advice would be to get a consultation with Xrays and doppler ultrasound of legs to assess the issue.
