Talk to Pediatric Neuro physician on Neurological

My sister is 9 years old , whn she was 1 year old she had double pneumonia , at that time she have seizures only in winters sometime in summer when she have fever ... She walked late ,, her understanding is very good ,, she have been treating from homeopathic doctor.... Now her seizers is gone alhamdulliah , but she doesn't speak ,, we had done her MRI in which she has a little water sac between brain layer's that doesn't. Grow. But that may be press her right side muscle because her right side arm and leg has a stiffness but little .. can you plz suggest be what should I do
