go for lab test hba1c.
because if her diabetes is not under control then nothing will work neither painkillers nor physical therapy treatment.
sometimes it will be diabetic related shoulder pain.

Jo symptoms ap bta rahay hain, ussay ye Frozen shoulder ka case hai. lekin ap ko proper assessment karwani paray gi taa k usi k mutabiq elaaj kiya jaa sakay or proper exercises btai ja sakay.
Try some oscillating exercise it will improve mobility with less pain.
Visit a physiotherapist for proper assessment. Steriod injections give temporary relief and they are expensive too.
Apki mother ko koi aur disease b hai like sugar or BP problem?? Onki diet behtar karyn aur kisi achy brand k multivitamins use karvayen.
