You should get yourself checked it can be muscular pain or nerve pain. you will be given a different treatment protocol in both cases. So its good to visit a therapist near to you. also traditional physical therapy treatment won't help. Don't rely on hot pack and tens only. you might need MFR if it's muscular.

if pain radiate to arm.then the pain may b cervicogenic.but if ur mother hav only shoulder pain and restricted moments.then this is adhesive capsulitis.treatment options are intra articular injection followed agressive physiotherapy and proper rehab.also take some pain killar

First of all inform me if she is diabetic or HTN?     I want to clear that many house wives has this issue due to negligence of posture and over work. Due to this, muscle start to stiff by the passage of time and when you ignore this pain muscle start to weak and then patient take medicine but this is only give you relief for the time being and then again you notice pain will start again.  So these are the issues when neck muscles have stiffness then when you ignore for months it start radiating to arm too. Some patients have different scenario But after assessment I can tell your mother diagnosis. Kindly avoid medicines it will disturb your mothers stomach, she needs physiotherapy.

Pendulum exercises: Stand with your good arm resting on a table or chair for support, and let your affected arm hang down. Swing your arm gently back and forth, side to side, and in circles. This helps to loosen up the shoulder joint.

Shoulder blade squeezes: Sit or stand up straight, and squeeze your shoulder blades together as if you were trying to hold a pencil between them. Hold for 5 seconds, then release. Repeat 10 times.

Arm circles: Stand with your arms straight out to the sides, parallel to the floor. Slowly make small circles with your arms, first clockwise, then counterclockwise. Repeat 10 times each direction.

Bicep curls: Sit or stand with a small weight (1-2 pounds) in your hand. Keeping your elbow close to your side, slowly lift the weight towards your shoulder, then lower it back down. Repeat 10 times on each arm.

It's important to rest and avoid any activities that aggravate the pain, and to consult with a physiotherapist personalized advice on managing and treating the condition.
