WALIKUMSALAM May your father get well soon. You’ve 2 concerns first one is movement and secondly swelling. I’ll address both one by one. Sab se phly bat karty hain swelling ki is ka multiple reasons ho sakty hain. Sab se pahly ap na 1 test karwa lena hae ESR, CRP yh test is liay hotay hain ka body men koi infection to nahi agar yh nornal aen to ask your physiotherapist for drainage. Unko kahen fluid drainage karwaen. Next movement yes as my other colleagues said it takes time but bias therapy bhi ho skti hai may be your physiotherapist is not focusing on hand and foot as he/she is focusing on other parts. Proper notes dalwaen apna therapist se ka wo kon kon c exercises karwa rhy hain then share it with me.

swelling ki different reasons hu skti hain, get the test done ta k pata chal ske k koi joints ka issue to nae hy, meanwhile hath ko kisi cushion waghera k oper rakhen ta k heart k level se oper rahe.
secondly, aahista aahista movement kratae rahen...movement may take time, lekin pehly swelling ki reason dekhni zarori hy
After stroke Big muscles like hamstrings calf or Quadriceps jldi recover hotey hai q k these muscles have more blood circulation than other small muscles, meanwhile fingers of foot and hand are smaller so they have less blood supply jiski waja se swelling aati or recovery me bhi time lgta . but u have to show patience and do work on it try to place hand and feet above the level of heart and try move fingers more in day
Take regular session of physiotherapy it's takes time to recover..For swelling reexamine first
better to take physiotherapy from any specialized neuro PT. he/she can better rehab him

wa alikum asslam. plz try to work on his body posture, positions of exercise. if position is wrong he will get this issue probably. try to elevate his arm up, then do some exercises, some stretches to improve blood flow and prevent venous pooling.
