First i suggest to physical consultation by medical/endocrinologist and psychiatrist for proper diagnosis. Second inpatient care for medical and psychiatric management. Third tablets can use in juice while capsules and injections are not recommended. Special instruction is to not wait and start consultation on emergency base other there is chance of kidney and cardiac complication due less fluid intake and poor compliance to medical advice.

A very thoughtful question ,but NO you should not mix or hide diabetes or depression medicines or insulin in food or drinks. Doing so can be unsafe and unpredictable, especially for insulin, as it may lose its effect or cause sudden drops in blood sugar.
Your mother likely has depression with poor insight and treatment refusal,which is common in chronic illnesses. The focus should now be on:
Psychiatric evaluation. sometimes a low-dose antidepressant or brief hospitalization helps restart motivation and treatment.
Approach her with empathy, not pressure.
Home visits or tele-consultation if she refuses clinic visits.
In short, do not secretly give medicines ,instead, seek psychiatric help to restore her treatment compliance safely.
