Seems type 2 exposure. Wash the wound Thoroughly. Get these vaccinations done as early as possible. Rabies at day 0 3 7 14. add day 28 if he is immunocomprised(Diabetic or HIV). Tetnus Once.
If the Wound is deep He must get Rabies immunoglobulins too only once. For that i need to see the wound.

Wash the wound: Flush the scratch
thoroughly with soap and running water for at least 15 minutes. This is the most effective way to reduce the viral load. Disinfect: Apply an antiseptic like Povidone-iodine (Pyodine), alcohol, or any spirit to the area after washing.
