these look like early callus. all you need to do is buy a good diabetic foot care cream. apply it daily. check daily for any sores or wounds. make sure these scars don't turn into wounds. if I happens .make sure you keep your wound clean and consult right away with you diabetologist and general surgery doctors for proper antibiotics and treatment
any foot cream. saniderm, krack, heel care hemani. you can use petroleum jelly too
