Does he have diabetes?? if yes, tab amlodipine 5mg subha sham start karwaen for the time being and make a chart of his blood pressure for three days atleast in the morning, evening and before going to bed. Book an appointment and show that chart to the practitioner.

There is no cardiac or kidney issue but he is a diabetic patient

This is a very high BP. Should be immediately rechecked after a rest of 15 mins. If still high take him to emergency. He should avoid salt, do regular walk, avoid fatty fried food. Check BP for consecutive three days, get a twice a day reading.
If the three days BP reading is above 140/90.he should start antihypertensive medication.
Avoid sugars as well.

it's severe high BP need to be visited by a specialist physician or cardiologist soon after taking history and doing physical examination and some tests then everything will be cleared up and treatment will be started

keep tablet capoten for him at home for emergencies like this one after consultation with a doctor and if he's not a known hypertensive patient u need to record his bp for a week and then get him checked again
