Asking for Brother, Male, 26 years old, lahore

my brother has go through CBC test as well as HIV by elisa. reports shows result as "Non-Reactive" besides cutt off value is 1.00 and Patient value is 0.20 what does it mean? is that test indicates positive or negative result?
