It's just fat deposition in legs. Your mother must be overweight. Advise her to reduce weight by reducing fats and carbs intake.
the ultrasound report shows there is fat deposition in legs, whereas the blood work shows that the total cholesterol levels are high, you can see any general physician, some further workup like checking blood glucose is also good. for high cholesterol, it is good to have a low fat diet, medication to lower cholesterol levels can be tried if diet doesn't work.
