Talk to General Physician on Muscle Vibrating, And Finger Gets Locked Sometimes

My mom has no history of diabetes and hypertension. Sometimes her arm’s bicep muscle start vibrating till elbow. And also sometime one of her fingers gets flexed and don’t come back unless with the help of other hand. What could be the reason ? Kindly guide.
