Talk to General Physician on Nauseated Dizziness

My mother is both diabetic and blood pressure patients. Both are normal. She has been facing legs pain problem since many years. She cannot walk much as she feels her legs get numb. Tried consulting many Dr's but problem remains. Today in early morning she felt her head was too heavy she couldn't get up. Please recommend which type of Dr should I consult to? Is it related to her nerves because her feet feel too heavy.
