As per the information shared, the spine has been affected, the vertebrae are pinching and exerting pressure on the nerves and hence the paralysis, and urinary problems. Though urinary issues could also arise from kidney issues, blood pressure and diabetes etc. Here it's most likely because of the spine.
Needs further evaluation and clinical help. A detailed history is required to get the complete picture.

a gross situation needs concern. collapsed thoracic vertebrae and bulge
discs in lumbar areas needs to be investigated further . as without proper
diagnosis relevant treatment not possible .
without trauma we have to rule out few possibilities like bone metastasis ,
potts disease , and if 50+ then osteoporosis fracture
investigations advised
1. bone scan
2. vit D levels
3. serum calcium and phosphate level
4. Blood CP + ESR
5. Mountex test
6. bone tissue for AFB
7. CXR PA view
other tests if needed
treatment :
in mean while place a lumbar corset,
tab. methycobal one daily
other treatment according to diagnosis

ok HCV positive but what about PCR
also send detail LFTs and ultrasound abdomen with portal vein flow doppler

Patient needs to be admitted on urgent priority to be seen by neurosurgeon. For this age even if there is no injury there could be many reasons cashing this.
