Talk to General Physician on Popliteal Artery Blockage.

I'm having thid problem since last 2 months. when I walk, my right foot gets blue and also muscle cramping. ct angio says its popliteal Artery blockage. Doctor suggested me a bypass surgery. But I can't afford 3,4 lac. I'm a young student. Can a general surgeon perform this surgery. I'm very much worried. kindly provide me sincere suggestions.
