Talk to General Physician on Shoulder Pain

My mother is diabetic and she had cardiac arrest and had an angioplasty a few months back. She had this shoulder problem months before that. She can not take her arms above her head if she tries she feels severe pain in her shoulders and she has to lower her arms very slowly. Please advise if we can just come in your clinic without any medical history because I don't have any prior prescriptions, all I can tell you is what medicine she is taking now.
