Talk to General Physician on Skin Dry Burst Between Fingers

Hi, In right hand between my fingers I can see ( Skin is getting burst and sometimes its also itchy). This rarely happen with me in my toes small finger but I know its due to wearing formal shoes for long hours.

But this is the first time Im facing this in my hands. At first i saw between my middle finger only and now I can see it between my smallest finger as well.

is it something serious? or skin problem? What is it??

One thing i would like to add since 3months Im utilizing cold water for hand/face wash. And also changed my living location.

please suggest what should i do immediately.
