Talk to General Physician on Skin Issue

Aoa Doctors . I am asking this for my grandpa .. Mery grandpa ki legs pe red spots huy hain jin mein itching b hoti hai aur wo kaafi bechain rehty hain .. He is 98 years old so we can not take him to doctor ( wo maanty b nh hain hamari baat , aur he was thrice paralysed esliye b hum unko lay kar nh jaa skty) .... We have applied "Scabner" and "scabfree" lotions , us se farq para tha but itching nh ruk rahi.. aur ye itching puri body mein hoti hai.... .. Please check picture and please help me.
