Talk to General Physician on Straightening Of Cervical Spine

A.o.a my sister is currently living in China for higher studies. Around 2 months ago she felt pain around her left scapulas which spread to right scapulas neck shoulders and now even to arms and hands. She has consulted many chinese and Pakistani dr(online) and uses many medications and some exercises too but nothing worked and pain is so severe now that she is crying all the time. Please suggest what should she go for as cannot visit clinic. I am attaching pictures of her MRI scan.
