Talk to General Physician on Walking On Baby Steps, Hands Shivering, Loosing Memory

My father aged 76 and a diabetes patient is having problem in walking since few months now and facing difficulty in walking. He can't take proper steps and started walking on baby steps. His steps freezes sometimes while walking. He also gets confused and freezes (paused himself) if he hear a sound or see vehicle coming from front or behind. Lean towards anything to grab when walking or wants to sit.

Have done his MRI last week, see attached.

Please suggest or prescribed what is the cause of his condition and is it God forbid life threatening.
