there is a condition called dercum's disease with multiple lipomas throughout the body they keep occurring throughout life. the only reason you do surgery is it's painful or rapidly growing. you cannot stop them at least not in alopethic medicine
If realy its lipoma, if it hurts( painful or increasing in size) it should be removed surgically to be cured.
However usually it runs in families and are multiple.
