Talk to Neuro Physician on Mental Illness

My father has glaucoma and has been taking lexatonil for sleeping. For the past few months he is facing sleep deprivation and now behaving abnormally. Continuously self talk and now want to go to washroom every now and then. A psychiatrist has already prescribed Tab. Elaxine and Tab Zolp so giving Him half dose of each daily . I want help that which doctor we should consult next because He is becoming uncontrollable day by day. We should consult a neurophysician or a psychiatrist again?!
