Physical presence is always better,but there is no harm in trying distant physiotherapy, if it works good . Keep in mind Frozen shoulder may take long time to settle.

Better to take the patient to the Doctor orthopedic surgeon .first and then to a physiotherapist in person.
If not possible you can consult online but will be difficult to do exercises online.
