Talk to Pediatrician on Baby Cant Speak

My baby is of 3 year but still he cant speak , he can hear properly and only speak 2-3 words. your kind suggestion is requested please.

Sir his hearing is ok , as he can hear my voice and reply with a word even behind a door, he like to do dangerous things like walking on edges of bed and quarrel with children.
