Talk to General Physician on Breathing Difficulty Since Last 3 Years

I have consulted 2 Neuro surgeon and 1 general physician in last 2 years but not get proper solution.i can't inhale properly and it's very hard to get full inhale also facing hand numbness during riding treat with pracxel CR and some but it's ok untill medicine continue than consult Neuro after MRI continue with lecosamide mecobal some supplement but not proper recover I need proper solution please suggest with whom I should consult.
