HEADACHE WHILE WALKING, EXERCISING, AND CLIMBING STAIRS

I am facing the problem of the heaviness of head and headaches on the back region of the head, sides of the neck where it meets the skull, and on the front or the sides of the front of the head when I walk, climb stairs, do exercise and get in sudden tension or in anxiety's situation. What could be the reason and to whom should I consult?
