Talk to Gynecologist on Tube Blockages

Hi, I could not conceive for the last 4 years. Both fallopian tubes are blocked and no filling or spillage of dye was seen which was confirmed by laparoscopy. Both tubes are normal in size. I want to ask whether the tubes can be recovered or not. and which doctors/clinics have specialities to treat this tube's blockage or offer treatment.
