Talk to Neuro Physician on Tilted Vision

My brother started having this problem three months ago. He sees everything as tilted. When he lies down, the tilting becomes even worse than before. The problem is more severe in confined or narrow spaces. He feels dizzy all the time. We have had him checked by two to three doctors, including an ophthalmologist. I have also attached the medical report/transcript. Please guide us on what should be done. The glasses have not made any difference either. We are very worried.
