I've IBS-C with major complaint of Incomplete Evacuation, How and when to use Ispaghol Husk for it without having gas/bloaing issue i.e (i) Before or after food (ii) With water/milk or yogurt (iii) Instantly after mixing it or let it form into gel Any other suggestions for Incomplete Evacuation without having gas/bloaing issue? thanks

Take ispaghol husk 2 tbsp in warm WATER ONLY before bed . Instantly after mixing it will give best results in evacuation.
For further best results one can always add 1/2 teaspoon of olive oil in it.

if you don't have diabetes then you can try raisins 3-4 early morning. or fig soaked in water overnight have it on empty stomach fig + water.you can also have ispaghol husk in milk (lukewarm )at night.

you need nutrition counselling and therapy to overcome this problem without knowing detailed history , its difficult to suggest you so book appointment
Constipation can be caused by a variety of factors, so it is best to get a detailed history to see what could be contributing to the issue. However, in general, I would recommend consuming soaked raisins within 15 minutes of waking up (and drink the water you soaked them in also). Also, I would recommend a few sips of herbal tea post main meals (peppermint is especially helpful for episodes of IBS). Make sure you are taking a few sips and not drinking too many fluids with meals because excess fluid intake with food can inhibit digestion. Other than that, I would recommend you make a habit of consuming smaller meals at regular intervals. Make sure these meals consist of whole foods rather than refined, processed products (e.g. white flour products, bakery items, packaged foods, etc.).
