Talk to Pediatrician on Baby Is Not Walking

hi...my daughter is 1 yeae 9 month old but she has not started walking even crawling yet..plz guide which concerned specialized doctor i should visit and also tell should i worry for this problem or it is time factor? but what is maximum time for starting walking?
