first of all you need to know that in order for her to start eating you will have to reduce her milk intake.
you have to make the effort. she will be fussy. but you will have to bear it. but she is grown up now. uska doodh Kam Kerain and then when she feels hungry give her something to eat.
have you started any semi solids yet? does she have teeth?
she could be pale as excessive milk intake can cause anemia and that might require some blood tests.

you need to decrease her milk significantly. do not give her milk more than 3 times a day. let her feel hungry and when she does, offer her food and she will have it.
because she does not have proper nutrition by this age she may be anemic (khoon ki Kami) due to excessive milk intake.

you need to make a conscious effort and be stern about decreasing milk as it is now causing harm to your child. in this age he should be taking 5 meals a day.
