This looks like a sequel to Birth Asphyxia. This child needs to be seen by a Pediatrician as he is definitely developmentally delayed. He may need Anti Consultants and regular monitoring by a Pediatric Pulmonologist.

It is birth asphyxia which affects quite a population. The etiology is multiple although currently multiple consults will be needed. One would be a pediatric pulmonologist, a consult from a pediatric cardiologist as well. At this stage it would be very less likely to conclude a specific disease or condition your child may be suffering from though a prompt consult and investigation may help your child cope up well in right way.
