Talk to Pediatrician on Continuous Congestion In Baby

My 14 month old son has had a runny nose for the past 7 days and coughs occasionally. His sleep is disturbed due to mucus and he stays a bit irritated and fussy. Otherwise he is okay. I'm using saline drops and suction. What should I do next? Is it concerning? My son has had congestion since birth. The doctors always recommended nebulise, steam and saline drops but he always remained somewhat congested. But this is the first time he has a runny nose. Kindly guide about this.
