Talk to Pediatrician on Lower Abdominal Pain

My daughter she is 3 and half years old. she sometimes complain of pain in her lower abdomen. The pain goes on its own and come again after a week or few days. Also she won't let us clean or rinse her parts after urine. any advice what should we do or whom to consult?
