Better to stop cows milk. Possibly cow milk is not suitable for this baby
please consider cows milk protein allergy CMPA , a very common condition seen in babies taking cows milk .

but cow , buffalo or goat milk is never suitable for babies ,, it can cause wide range of problems..

keep skin mositurise

make mixture of it
apply 2 times a day on rash .
it will settle most likely

avoid jhonson baby products especially powder which cause dryness and allergies
use dove soap for bath .
