it needs to be seen. if the eyes are red , and discharge is there then antibiotic drops should be prescribed.
if only watery eyes then nasolacrimal/ tear duct massage should be done. various videos available on YouTube on how to do massage

Seems blockage of tear duct but better to examine

If there is no Swelling , Pus and Photophobia. Then it's most likely NLD obstruction. Although Better to visit your Pediatrician. External digital Massage of NLD is first line treatment. There are videos on YouTube for proper method. Thanks
