dear its a big decision only for cosmetic reasons.first of all other things must be ruled out either she can get benefit from excimer laser and complete examination must be done before including corneal scans
and if she is high myope her retinal examination must b done
if any breaks behind first retinal laser must be done then if nt suitable candidate of excimer laser ..refrctive lens exchange can be considered but a big decision by a surgeeon as well as by candidate in this age group

with 9D of refractive error, Refractive Laser is better option instead of Refractive Lens Exchange. you should go for that if you want to rather than for RLE.
