It seems to be hives or urticaria, an allergic skin condition. If it has not yet resolved you may use chlorphenamine syrup 2mg/5ml, marketed as Syrup Piriton, in dose of 2.5 ml morning and evening for 3 to 5 days. Discontinue if you have recently changed his body lotion or bath soap. Rinse his clothes thoroughly off detergent or soap after washing. Make sure that clothes, at least next to his skin, are made of pure cotton.
