it sounds like dry skin Eczema like condition.
but its needs to be seen to make a firm diagnosis.
have you seen a skin doctor for this?
try using either E 45 cream it helps
you may be allergic to few things you are using on the skin or eating in food?

mam should I post a pic of that??? skin starts peeling when it heels ....i didn't consult a skin Dr yet..actually problem is can't go for that ....just want to make sure you its happening again n again n wats it is actually???
